The meeting was attended by representatives from four public school districts, from both Eastern and Western Washington, and by four homeschooling parents. The participants included administrators, certificated staff and parents.
The decisions taken were:
- Draft a sample WAC which carefully specifies and enables alternative programs K-12, with full or partial FTEs.
- Call this configuration Customized Optional Program of Education: C. O. P. E.
- Specify the populations who can be served by such a Program, emphasizing like services and equal access and the ability of electronic media/distance learning to achieve these goals.
- Invite Rick Osborn, state auditor, and Dennis Small, OSPI Educational Telecommunications Supervisor, to speak with this group on what can be done under existing WACs and RCWs and how compliance regarding FTEs is being handled by small schools operating distance learning/dial-in services. Examine these and related matters with legislative legal staff who is familiar with the problem and also looking for solutions. (Dennis is booked for April 12 but wants to be kept informed.)
- Meet in one month (4/12/94) to review progress, identify problems and formulate next steps.
