Each District will make public two things:

1. A range of diverse and acceptable curricula.
2. A range of diverse and acceptable behavior.

I think the purpose of such an inclusion in the WAC -- or in the RCW -- is to alert Districts that they are going to give back some control to parents, that they are going to give up the principle of majoritarian rule, which is un-American, and that they and parents are in a market economy with respect to the development and delivery of educational services.

The fundamental purpose of this proposed WAC is to bring the WACs and RCWs and Districts into compliance with the paradigm pioneered by Homeschoolers and by Homeschoolers and Districts in the gray area. It is not the purpose of this proposed WAC to bring Homeschoolers and others into compliance with District policies and practices. So, Legislature and SPI are going to give back some control to parents, and to Districts, also.
